The Natuna Sea region, part of the Indonesia’s Exclusive Economic Zone (EEZ), is very rich in natural gas, oil, and various kinds of fish. China claims the territory as their traditional territorial waters in the Nine-Dash Line Map based on the Chinese version historical facts. In international maritime law perspective, China’s claim to the South China Sea, including Indonesia’s EEZ in the Natuna, is a violation of international maritime law which could disrupt the stability of the region because the South China Sea region is an international shipping lane. In Indonesia’s perspective, China’s claim could threaten the stability of domestic security and the longstanding relationship between Indonesia and China. Responding to China’s claim in Indonesia’s EEZ, Indonesia uses preventive diplomacy to prevent the widespread of conflict as Indonesia will not be able to confront China militarily. In addition, the Indonesian Government continues to hold informal dialogue with China in addressing the overlapping EEZ claim. Until now, Indonesia has not formally engaged in dialogue with China related to the South China Sea because if Indonesia do it, it will make Indonesia indirectly recognize China’s claim to the South China Sea. Until this research is written, the dialogue is still ongoing.
Fitra Deni, Lukman Sahri Copyright (c) 2017 Fitra Deni, Lukman Sahri https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnalhiusni.org/index.php/idu/article/view/172 Fri, 01 Dec 2017 00:00:00 +0700 Kerja Sama ASEAN Defense Industry Collaboration untuk Menentukan Platform Persenjataan https://jurnalhiusni.org/index.php/idu/article/view/173
This article is a study of the impediments to the ASEAN Defense Industry Collaboration (ADIC) in determining its weapons platforms. The Asia-Pacific Economic Cooperation (APEC) can be a means to build trust and mutually beneficial relationships with Indonesia’s strategic partner countries or economies in the region. The APEC can also be a means to increase Indonesia’s capacity and competitiveness and to increase investment. However, in this article, the author emphasizes that the government cannot simply develop its economy by handing it to the market. There are limits and provisions set forth in the Indonesian Constitution. The legal basis is the Article 33 of the 1945 Constitution.
Efan Setiadi Copyright (c) 2017 Efan Setiadi https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnalhiusni.org/index.php/idu/article/view/174 Fri, 01 Dec 2017 00:00:00 +0700 Land Protests in the People’s Republic of China https://jurnalhiusni.org/index.php/idu/article/view/175
This article argues that the People’s Republic of China’s domestic politics since the late 1990s have been dominated notably by sectoral issues, such as land reforms, environment protests, migration issues, and so forth. All of which have one thing in common, namely challenging the well-established system under the Chinese Communist Party (CCP) regime. The land protests are highlighted given three facts. First, even though certain non-political issues emerged simultaneously in the early 2000s, the land protest becomes the much-concerned issue across the country. Second, the land seizure as the driving force of land protests turns out as the way for provincial officers to amass wealth since the national government could not improve welfare of those lower-ranking state officers. Third, the farmers exert the land protest issue as the bargaining to challenge both national and local officers. Eventually, the varied ways to launch strikes undertaken by farmers remain a fascinating subject to be observed.
Hipolitus Yolisandry Ringgi Wangge Copyright (c) 2017 Hipolitus Yolisandry Ringgi Wangge https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnalhiusni.org/index.php/idu/article/view/175 Fri, 01 Dec 2017 00:00:00 +0700 Musik K-Pop sebagai Alat Diplomasi dalam Soft Power Korea Selatan https://jurnalhiusni.org/index.php/idu/article/view/176
Korean Pop (K-Pop) is one of the verbal messages through entertainment media, which is music. The dynamics of the issue become more complex when China is also concerned about the issue through strategic partnership with North Korea in various fields such as economy, military, and energy. The proxy war strategy through China’s involvement in North Korea’s nuclear development has at least succeeded in posing a threat to the stability of United States hegemony in the region. That reality has encouraged the reform of the United States defense cooperation paradigm through the mechanism of a trilateral defense alliance with Japan and South Korea. The reform of the defense cooperation paradigm demands a concerted effort that not only focuses on North Korea, but also on the various factors and external environment that related to North Korea nuclear weapons issues.
Sony Iriawan Copyright (c) 2017 Sony Iriawan https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnalhiusni.org/index.php/idu/article/view/177 Fri, 01 Dec 2017 00:00:00 +0700 Upaya Organization for Security and Co-operation in Europe dalam Menangani Konflik di Ukraina Timur https://jurnalhiusni.org/index.php/idu/article/view/178
This article examines the role of the Organization for Security and Co-operation in Europe (OSCE) in handling the crisis in Eastern Ukraine in 2014. After the fall of pro-Russian Ukrainian President Viktor Yanukovych in 2014, Russia illegally annexed Crimea. The annexation was followed by the outbreak of armed conflict between pro-Russian separatist parties and the Ukrainian government in the Eastern Ukraine region. The conflict became protracted as Russia intervened in favor of the rebels. How was the OSCE’s effort in handling the crisis? This article shows that the OSCE has played a strategic role in responding to the crisis. First, the OSCE sought to bridge and alleviate tensions by engaging both conflicting parties through a comprehensive dialogue framework. Secondly, the OSCE sent a Special Monitoring Mission to intensively monitor the dynamics of the crisis in Eastern Ukraine. Thirdly, the OSCE implemented the Minority Rights Assessment Mission to protect national minorities in Ukraine. Fourthly, the OSCE also created the Interparliamentary Liaison Assembly to promote an open and comprehensive dialogue between countries to enable the de-escalation of conflicts in the region.
Muhammad Dedy Yanuar, Ali Muhammad Copyright (c) 2017 Muhammad Dedy Yanuar, Ali Muhammad https://creativecommons.org/licenses/by-nc-sa/4.0 https://jurnalhiusni.org/index.php/idu/article/view/178 Fri, 01 Dec 2017 00:00:00 +0700 Dampak Kudeta Presiden Viktor Yanukovych dalam Hubungan Luar Negeri Ukraina dengan Uni Eropa https://jurnalhiusni.org/index.php/idu/article/view/179
Under the leadership of President Viktor Yanukovych, Ukraine tent to be closer to Russia. It can be proven by his own decision to deal an agreement about selling or buying cheaper gas from Russia in April 21, 2010. The deal makes Ukraine’s foreign relations toward the European Union becomes far and inconsistent. Though Viktor Yushchenko, former Ukrainian President, had initiated a political and economic development with the European Union through an association agreement and a Deep Comprehensive Free Trade Area. Another inconsistent action of Yanukoyvch proved by his decision to not sign or follow up an association agreement in November, 21 2013. It responded with a massive protest by Ukrainian. They were angry due to Yanukovych’s action that would eliminate their dream to be a part of the European Union. Then, the parliament ousted Yanukovych from his position in February, 22 2014. The coup affected to make Ukraine’s foreign relations toward the European Union more consistent because after the coup, the new president of Ukraine Petro Poroshenko has agreed to sign and follow up an association agreement, so the Deep Comprehensive Free Trade Area can be implemented.
Fahri Ananta Said, Partogi J.
