Efektivitas Sister City dalam Perspektif Keamanan Non-Tradisional

Abstract

The international relations have become more complex in the modern era. The interactions are not only done by state actors, but also by non-state actors who also have crucial roles in international relations. Globalization and decentralization, particularly the regional autonomy in Indonesia, encourage the capacity building of municipal governments in carrying out good governance. To bring it into reality, a cooperation with the concept of Sister City has been created. The interaction of the cooperation no longer occurs on the level of the central government only, but also penetrate to the levels below. In Indonesia today, at least there have already been 47 local governments of 34 provinces that have done the Sister City-concept cooperation. With the international cooperations increasing widely between the cities in one state with other cities abroad, using the Sister City scheme, the potential of traditional threats is very minimal, but the threat that will possibly happen tend to be the non-traditional threats. All these threat problems appear due to the international cooperation is no longer done absolutely by the central government as a representative of the state. Handling the Sister City problems need more comprehensive government policies from various fields. The Sister City cooperation cannot stand-alone since it is a collective product, so its maximum benefits can only be achieved when the growth of Sister City runs in harmony with the maintenance and development of other sectors.
