The ICRC is an international non-governmental organization (INGO) which have the functions, purposes, and principles to protect human rights and human dignity with international law in international conflicts. In 2011, the conflicts between Israel and Palestine, where Israeli attacks indiscriminately inflict casualties not only soldiers but also civilians. Even buildings destroyed by the attacks. The ICRC is based on the principles and duties to perform assistance. The assistance is done in the form of humanitarian intervention. The humanitarian intervention by the ICRC is to provide logistical support, health services, and psychological counseling for all victims of war, both soldiers and civilians. Although constrained by war that could inflict casualties of the ICRC staffs, the 2011 ICRC Annual Report shows that ICRC have done a humanitarian intervention so well, so they need to be appreciated properly.
