Abstract

Post Cold War era, intra-state armed conflicts took place frequently, replacing inter-state armed conflicts that are most commonly known. One of the conflicts is in Rwanda. Preventive diplomacy is one of the methods we can use to prevent the conflict from happening. Preventive diplomacy is a step taken to prevent hostilities among warring factions. Preventive diplomacy is also useful to limit the conflict from growing into a larger scale. CEWERS (Conflict Early Warning and Early Response System) is to use to analyze conflict prevention efforts in terms of conducting steps for preventive diplomacy. Unfortunately, preventive diplomacy was not going well during its time in Rwanda. International community, alongside the UN, responded slowly towards potential conflict in Rwanda. With the presence of UN Mission in Rwanda, and long known considered as conflict area, the UN should be able to prevent the genocide from the beginning. This paper explains why the concept of preventive diplomacy failed in Twanda, resulting in mass genocide against the Tutsis.
